in mind by providing all peoples of all social grades the benefits of modern education and training. Side by side with plans for our internal advancement and well-being, we must go beyond mere trade relations with the outside world. There must in the fulness of time be an interchange of culture and of knowledge, especially with our near neighbours and more so with people such as the Filipinos who spring from a common racial stock. We can and will make our full contribution to world culture, but that will only be possible when we exist as a free nation on a footing of complete equality with the other peoples of the world.
